Annual Child Find Notification
September, 2025
White Mountains Regional School District wishes to inform interested parties that all persons with suspected disabilities from birth through the age of 21, who might be in need of special education and/or related services, need to be evaluated and provided with a free appropriate public education. This notice shall apply to persons residing in Whitefield, Lancaster, Carroll, Jefferson and Dalton who are: 1) residing in their own homes or foster homes; 2) not yet attending school or are attending day care centers, public school, charter schools, private independent schools, or are being homeschooled: 3) in the custody of the Commissioner of Corrections; 4) highly mobile; or 5) suspected of having a disability even though they are advancing from grade to grade. This notice does not apply to persons who have graduated from high school with a regular high school diploma.
Any person may refer a child under the age of 22 years to the IEP team for reasons including, but not limited, to the following:(1) Failing to pass a hearing or vision screening;(2) Unsatisfactory performance on group achievement tests or accountability measures;(3) Receiving multiple academic and behavioral warnings or academic or behavior warnings or suspension or expulsion from a child care or after school program;(4) Repeatedly failing one or more subjects;(5) Inability to progress or participate in developmentally appropriate preschool activities; and/or (6) Receiving service from family centered early support and services.
All information obtained during the referral, evaluation, IEP process will be treated confidentially in accordance with the policies of White Mountains Regional School District’s policy for Family Educational Rights Privacy Act.

Dear WMRSD Staff, Families, and Community Members,

We want to take a moment to update you on the planning around the 7th and 8th grade transition to WMRHS.
On Wednesday, June 18th, the District Leadership Team will be asking the WMRSD School Board to support and vote on moving forward with the transition for the 2026–2027 school year. During this meeting, we will present the key considerations outlined below in greater detail. Our goal is to ensure the Board has the necessary information to make an informed decision and that the community understands the vision—as well as the steps that will be taken between now and the fall of 2026.
At the heart of this proposal is a deep commitment to our students. With declining enrollment across grades 7–12, we are simply no longer able to offer the depth and variety of programs our students both need and deserve. By bringing our middle school learners to WMRHS, we will be able to provide more robust educational opportunities, increased course offerings, and experiences that align with the demands of modern learning and workforce preparation.
We recognize that change of this magnitude requires care, transparency, and time. The District Leadership Team is committed to a thoughtful, year-long planning process that places students first and supports a seamless transition for families, staff, and learners. While we understand there are financial considerations, we believe it is essential to first design the right academic and structural framework. Only then will we conduct a full cost analysis, which will be reflected transparently in the FY27 budget.
We invite you to attend the June 18th board meeting to hear the initial presentation of this plan and to engage in the conversations that will guide our path forward. Your voice and your partnership are essential as we work to build a brighter, more opportunity-rich future for our students.

Regarding the 7–8 Transition Plan for the 2026–2027 School Year
🛋️ Purpose & Philosophy
The transition is driven by a student-centered focus, not cost.
Middle-level learners need more opportunities, developmentally appropriate instruction, and restored programs.
Cost savings are secondary and will be clearly defined after stakeholder-driven planning is completed.
High School students should continue to be provided with a wide breadth of opportunities.
🏗️ Planning for a 2026–2027 Transition
1. Academic and Staffing Design
Develop a new Middle School Program of Studies
Update the High School Program of Studies to reflect expanded offerings
Align staffing across WES, LES, and the new 7–12 model
2. Facilities and Operations
Review each building's readiness for the new configuration
Design administrative structures to support all three schools
3. Learning from Others
Visit NH schools with 7–12 models and similar demographics
4. Systems Planning
Revise/craft bell schedules
Align transportation
Develop athletics and co/extra-curricular programs for Grades 7–12
5. Communication and Feedback
Schedule regular staff, parent, and community meetings for ongoing updates
Gradual release of information to maintain transparency and build trust
6. Financial Planning
Full cost analysis will follow academic and structural planning
FY27 budget will reflect the transition and any savings
